Health and Safety Procedures

1. The coaches and trainer should observe each camper daily for general health signs, injuries, cuts, bites, and any evidence of anything unusual. All health problems should be reported to the trainer or director.
2. A bound medical log will be maintained by the academy's certified trainer. Medical information on each camper, any injury or health treatment and medication provided will be recorded in the log.
3. Prescription drugs and medication (including sunscreen) shall be administered by parents or guardians or the camper her/himself before or after camp. If medicine needs to be administered during camp, the camper will need to administer this her/himself, or the camper's parent or guardian, or a designated person, who has signed permission, will need to come to the camp and administer the medicine. A prescription drug must be in its original container bearing a pharmacy label that shows the prescription number, date filled, physician's name, name of medication, directions for taking the medication, and the patient's name.
4. First Aid supplies are available with the trainer on duty. Additionally, a health room with extra supplies is available at Howard Community College in the Fitness and Athletics Center. Contact the HCC trainer for access. In her/her absence, contact Steve Musselman, Errick Henlon or Mary Kay Casciaro (building staff) for access to this room.
5. All trainers and coaches shall maintain confidentiality towards third parties concerning a camper's medical condition.
6. The medical log is available for review by the Department of Health and Mental Hygiene and shall be retained for a period of five years. Any emergency treatment will be recorded in the log and reported to the department within 24 hours.


Emergency Procedures

1. In case of a medical emergency concerning a camper or member of the staff, the trainer on duty and coach Bouman (or the director in charge) will arrive on the scene and provide proper handling and supervision of the emergency. Should CPR or first aid assistance be required, the above staff members or other certified CPR and first aid staff on hand will administer this.
2. In case of a medical emergency, the HCC trainer on duty or coach Bouman will instruct the nearest coach to call 911. If Jason Parfitt (Jerome DeFrances is the alternate) is near, he will be the designated caller. Nearly every head coach on the field has a cell phone, including the director in charge. Another phone, at Howard Community College, is available in the Fitness and Athletic Center office, across from the pool entrance and in the trainer's room.

Give the operator the following information:
  • Your name
  • The name of the academy: JB Soccer Academy/HCC Sports School.
  • The location of the academy: Howard Community College. Provide a description of the location (directions): Howard Community College, 10901 Little Patuxent Parkway, Columbia, MD 21044. Director's cell phone: 410.978.5587.
  • A description of the emergency
  • Any other information the EMS person requests; stay on the line until the EMS person hangs up.
3. The nearest hospital in Howard County is Howard County General Hospital, located one-half mile from Howard Community College, off Hickory Ridge Road.
4. The academy's contact person (physician) for health related questions that cannot be answered by our trainer on staff, is Michael Cox (license number D ***** (see original)). He can be reached at 410-332-9592, or by beeper at 410-894-7212.
5. During Weather emergencies, coaches and other staff members are to follow the procedures below. In case of a tornado, severe thunderstorm, or lightning:
  • The director and/or the trainer walk the first campers over to the nearest building. If a classroom or the gym is available, proceed to it; otherwise remain in the lobby until further notice. The director and/or the trainer direct all campers to the appropriate location from the entrance to the nearest building.
  • All other coaches immediately cease their soccer activities and accompany their groups to the building. Coaches and players should not take any additional time to gather equipment; this may be left on the field.
  • The director will be the last coach on the fields to make sure that all coaches and campers proceed safely and efficiently to the building. In the director's absence, this responsibility will fall upon the senior coach in charge of the oldest group.
  • In case of a storm or lightning, campers and staff should stay away from doors and windows, etc.
  • In case of a tornado, or extremely strong winds, campers should be positioned head down, located near exterior doors and doorways.
  • Campers should engage in quiet activity until further notice.
6. Anytime an emergency demands a change in the scheduled location, parents will be notified and a notice be posted on the door of the main entrance of the nearest building. The JB Soccer Academy has the following rooms/locations reserved to seek cover in case of adverse weather: The Fitness and Athletics Center, the HCC game room, and the HCC classrooms ELB 208 and ELB 209.

Procedures to Prevent Infectious Diseases

All campers and staff will wash their hands after visiting restrooms and handling potentially infection causing substances (dirty substances, blood, garbage, etc.).
Staff will wear personal protective equipment (i.e. gloves when treating an injured player, who is bloody; wear long pants when entering shrubs to collect ball kicked in the woods, etc.).
All campers will attend to personal hygiene rules (i.e. drink water from own bottles or cups, and no one will drink directly from the water coolers).
The camp has a requirement that all campers need to complete the online registration form with information about immunization. They need to attend a formal school, or if home schooled, they must provide immunization papers.
All staff are trained in the health and safety procedures during the annual training meetings.
All staff will demonstrate knowledge of the health procedures.
All staff will have an opportunity at the meetings to ask questions about the health procedures.
A JB Soccer Academy certified trainer is on duty during camp hours.
The trainer and additionally a director or coach are trained and up-to-date in CPR and First-Aid training.

Swim Plan

All campers swim at the Howard Community College swimming pool on Mondays and Fridays from 11:15 – 11:45 and on Tuesday, Wednesday and Thursday afternoon from 3:15 – 3:45 pm. The camp will use the pool contingent upon weather conditions (we will be in the pool on hot afternoons).

On the first day of swim time (Mondays), all campers are evaluated on their swimming skills. If they would like to be permitted to swim in the deep part of the pool, they have to perform a full lap across the deep part of the pool. If the lifeguard judges the camper to be a competent swimmer, the camper can swim in the deep part. If not, (s)he must stay in the shallow part.

The pool is certified and follows all the regulations of the Howard County Health Department Bureau of Environmental Health. The emergency procedures were reviewed and are in compliance with the Department of Health’s regulations.

The lifeguards are fully certified and supplied by Howard Community College. The ratio of lifeguards to campers is 1:20. At least four JB Soccer Academy coaches will supervise the campers at all times as well. The pool lifeguards in combination with the JB Soccer Academy coaches provide a supervision ratio of at least 1:10 (coach/lifeguard : campers) in the pool.
